USDA APHIS Animal Care Cooperative Agreement

A key milestone this year was the continuation of a USDA Cooperative Agreement to better assist licensed facilities impacted by natural disasters and other adverse events. The agreement enhances overall industry readiness and strengthens mutual aid capacity by leveraging ZDR3’s ongoing response readiness and data-driven initiatives.

Under this agreement, ZDR3 is focused on maintaining and expanding an emergency response network that ensures coordinated support among facilities. This includes providing both tactical and remote assistance to facilities during and after crises, assessing planning and preparedness gaps to identify opportunities for capacity building, and creating and disseminating practical resources that strengthen preparedness efforts and align with USDA regulations.
