ZDR3 personnel manage a range of response activities, many of which do not require deploying crews. For instance, some requests for assistance—such as information about contingency planning and animal placement—can often be managed remotely. Major responses have multiple, often complex phases, which usually include monitoring, pre-event communications, standby, on-scene response, and post-event communications.
