Remote Response Support
ZDR3 provides extensive remote support capabilities that help zoological facilities and partner organizations maintain communication, coordination, and preparedness before, during, and after a disaster. These operations may include consultation, animal identification and needs assessment, promotion of ongoing response efforts, introductions and networking, and proactive monitoring.
Remote support is centrally coordinated through the ZDR3 Communications Command Post (CCP), which serves as the command, communications, and situational awareness hub for all ZDR3 activities.
Consultation
ZDR3 provides professional guidance and subject matter expertise to impacted facilities and industry entities through remote consultation. Services help ensure that facilities can make informed, timely decisions and maintain operational safety and animal welfare during crisis conditions.
Remote consultation may include:
Providing risk or facility impact assessments based on available information
Advising on stabilization, initial recovery actions, and regulatory considerations
Offering coordination assistance for animal management, logistics, or resource acquisition
Facilitating information flow between the affected facility, partners, and relevant agencies
Consultations can occur during any phase of a disaster—from pre‑impact monitoring through recovery—and are tailored to meet the needs of the requesting institution or response teams in the field.
Animal Identification and Needs Assessment
When requested, ZDR3 supports response teams and impacted facilities in identifying animal species and care requirements, helping responders evaluate transport, containment, and welfare needs.
These services may include:
Identifying animal species discovered or displaced following an incident
Advising on care, holding conditions, or safe transport methods
Assessing diet and supply needs when traditional distribution channels are disrupted
Providing input on facility‑level needs assessments for animal care continuity
Information collected during these efforts can guide subsequent on‑scene or follow‑on response activity, helping ensure that the right resources and personnel are allocated where they are most needed.
Promoting the Response Effort
ZDR3 assists in the development, coordination, and management of communication about response efforts to ensure awareness, accuracy, and professionalism in external messaging.
Mobilization and Transit
When a response is initiated, the CCP works with participating institutions to determine the appropriate level of communication about the event. The CCP may decide whether to represent the response effort publicly on behalf of ZDR3 and participating partners, in consultation with the impacted facility. Potential outlets include:
Traditional media and press releases
Social media updates
Industry newsletters and professional forums
Fundraising or awareness platforms managed with facility input
On‑Scene Response
During an active event, ZDR3 coordinates information sharing with on‑scene teams, ensuring consistent, factual updates across all communication channels.
Demobilization and Closeout
As response operations conclude, ZDR3 may coordinate post‑incident promotional materials such as recognition announcements, network highlights, and after‑action reports—ensuring alignment with facility leadership and partner preferences.
Introductions, Networking, and Organizational Representation
Effective coordination often depends on establishing connections between affected facilities, responding teams, agencies, and relevant industry associations.
ZDR3 facilitates these relationships by:
Introducing responding and potentially responding entities to one another during activation
Establishing communication links with technical and operational experts
Arranging pre‑event and post‑event conference calls if enhanced coordination is needed
Providing insight on the zoological community in discussions with external agencies or councils when requested
After a response, ZDR3 can coordinate introductions that support recovery, reimbursement needs, after‑action documentation, or future planning activities. The organization also provides representation during industry calls and discussions to ensure the voice of the zoological community is included in broader emergency management coordination efforts.
Monitoring and Situational Awareness
ZDR3 monitors conditions affecting zoological facilities across the country, using media, social media, and direct communications to maintain situational awareness.
Before and During Events
Ongoing observation and data collection of weather patterns, media reporting, and anecdotal information related to zoological facilities and their risk environments.
ZDR3 enhances monitoring when threats are identified, developing situational reports and maintaining readiness to escalate support as needed.
When a specific location is likely to be affected, CCP staff track developments, analyze on‑the‑ground reports, and share relevant findings with facilities in the potential impact area.
ZDR3 may facilitate rumor control or identify inaccurate public commentary affecting impacted facilities during response operations, promoting consistent, factual communication.
Mobilization and Ongoing Response
Monitoring intensifies once activation occurs, allowing ZDR3 to track the safety and progress of responding teams, identify emerging concerns, and support information flow throughout deployment.
Demobilization and Recovery
Continuous monitoring continues through the demobilization and closeout phases until the event is fully resolved. Media and communication channels remain under observation for developments related to recovery or ongoing impacts to animal welfare.
Comprehensive Remote Support for the Zoological Community
ZDR3’s remote response operations ensure that expertise, coordination, and communication remain accessible to every facility in the network, regardless of geographic barriers. Through consultation, coordination, and monitoring, ZDR3 enhances readiness, stability, and the collective capacity of the zoological community to respond to disasters with professionalism and compassion.
