We encourage ZDR3 Network member facilities to identify the team(s) they want to build. A single team can have multiple capabilities, based on the responders and resources you want to include.
For more information, see "Building a Team".
Team members operating equipment must have previous, appropriate on-the-job training and, as required, are certified in relevant equipment operations.
Equipment and PPE: The responding facility must own or have reliable access to the equipment, relevant supplies, and PPE, as well as the ability to transport them to the location.
Team Size: The team must include sufficient personnel to handle all aspects of operations, including safety, loading/offloading, operations, and (ideally) repairs and maintenance.

Team members operating equipment have previous, appropriate on-the-job training and, as required, are certified in relevant equipment operations.
The responding facility owns or has reliable access to the equipment, relevant supplies, and PPE, and the ability to transport them to the location.
The team has sufficient personnel to handle all aspects of equipment operations, including safety, loading/offloading, operations, and (ideally) repairs and maintenance.
-
Team has at least 2 members.
Team members have basic fencing skills and are able to provide support in repairing or replacing damaged fence lines.
The responding facility owns or has reliable access to fencing tools and materials, and the ability to transport them.
-
Facility owns necessary equipment and supplies, including relevant PPE.
Team members are appropriately trained in operations and maintenance of equipment or activities they are involved in and, when required, are appropriately certified.
Personnel functioning in support capacities (eg, brush removal, runners) do not require chainsaw experience, but they do need basic safety awareness.
Various team configurations can be assembled based on operational needs and available personnel. For example:
2-person team: Ground operations only
3-5 person team (based on skill set): 1 experienced rope handler, 1 designated safety person for each chainsaw operator, 2 doing brush removal (1 can double as a runner)
-
Team is able to function without outside support for at least 72 hours
Facility owns or has reliable access to a mobile housing unit.
Considerations and provisions for self-containment include—but are not limited to—water, food, fuel, materials, generator, human waste disposal, and communications capacity.
-
Team members appropriately familiar with species being transported via on-the-job training.
The facility owns or has access to vehicles and containment appropriate for the species being transported, and all drivers are certified/permitted as required for the vehicle/trailer being used, the species being transported, the jurisdictions being traversed, and any other considerations.
These requirements will vary by response and will be discussed as part of deployment determination.
The team is sufficient in size to meet all requirements for the proposed transportation, including (as needed) multiple drivers, animal husbandry personnel, safety personnel, and any other team members needed to ensure safety and animal welfare.
-
ZDR3 Type 1 team
Team can reach locations in a predetermined radius 36-48 hours after initial call for support
Crew Lead can appropriately represent ZDR3 and function as ZDR3 On-Scene Liaison if needed (if arriving prior to/in lieu of ZDR3 On-Scene Liaison), and complete initial entry priorities, as needed:
Determining access restrictions (if any)
Assessing risks (for current and future teams)
Assessing needs to determine if additional and/or specialty resources are needed)
-
Deployment in weeks or months after incident (not immediate response)
May be more appropriate for less experienced teams
Crew Lead who can function without ZDR3 On-Scene Liaison (ZDR3 likely not on scene at this point)
Specialty skills that may be requested (based on incident requirement)
Fence replacement
Enclosure rebuild
Debris removal
Post-flood cleaning
Electrical
Plumbing
HVAC
Animal husbandry/veterinary support

Boat operators should be appropriately certified or experienced for watercraft and conditions required by response in slack waters.
Team has sufficient members experienced to operate in and/or from a watercraft in slack water.
Facility owns or has reliable access to watercraft and relevant supplies, including transportation and PPE.
Extra personal flotation devices (PFDs) should be available in case responders encounter humans in need of rescue or transport.
Watercraft used in floodwater should have some form of protection for propellers, or an alternate propulsion system.
Watercraft and/or personnel should have means of communication at all times with base and/or appropriate agencies.
Swiftwater operations should not be attempted unless all team members have had basic fast water experience and some level of swiftwater rescue/survival training.
